Solar incentives changed a lot this year. The federal tax credit for homeowners who buy solar is gone, but state programs, utility payments and a 30% savings path through a prepaid lease are still here. This guide covers what is available now in Minnesota, Wisconsin and Iowa, and how to use it.

1. The Federal Tax Credit: What Changed
The 30% Residential Clean Energy Credit ended for systems paid for after December 31, 2025. If you buy solar with cash or a loan now, there is no federal credit. To see whether solar still pays off without it, read is solar worth it in 2026.
The 30% business credit still applies to systems owned by a business, including leasing companies. Projects that start construction after July 4, 2026 must be placed in service by the end of 2027. Read Solar Tax Credit Explained for the full story.
2. Prepaid Lease: The New 30% Path for Homeowners
With a prepaid lease, you pay one upfront amount and a leasing company owns the system. The owner can claim the 30% business credit and pass the savings to you.
Wolf River Electric’s Solar Price Reset program works this way. Qualifying homeowners may save 30% off the retail system cost. Requirements include owning a single-family home, credit above 650 and final program approval. Installations must be completed by the end of 2027. Standalone Tesla or Enphase battery projects may also qualify.
3. Minnesota Solar Incentives
- Xcel Energy Solar*Rewards: The 2026 program pays eligible residential customers $0.05 per kWh their system produces. There is no upfront rebate. Funding is limited and you apply through your installer before installation.
- Net metering: Minnesota utilities must offer net metering for systems under 40 kW. Extra power earns credit at about the retail rate. Fees and details vary by utility, especially for co-ops and municipal utilities.
- Sales tax exemption: Solar equipment is exempt from Minnesota sales tax.
- Property tax exemption: The value solar adds to your home is not taxed.
- Battery rebates: Minnesota has offered battery storage rebates with limited funding. Ask us whether money is still available when you get your quote.

4. Wisconsin Solar Incentives
Wisconsin homeowners who buy solar in 2026 get a Focus on Energy rebate, tax breaks on the system and bill credits for extra power. The federal credit for buyers is gone, so the rebate and a prepaid lease are the two main ways to lower the price.
- Focus on Energy: The 2026 residential rebate is $600 per kW, up to $2,400, as of November 2026. You must buy the system (leased systems do not qualify) and be served by a participating utility. Systems must be in operation during 2026, and you apply within 60 days, no later than January 31, 2027.
- Federal tax credit: The 30% credit for homeowners who buy ended for systems paid for after December 31, 2025. A lease or prepaid lease can still pass along savings from the 30% business credit, but then the Focus on Energy rebate does not apply.
- Utility credits for extra power: Each utility sets its own rules. We Energies nets your use and production within each billing period and credits leftover power at a lower avoided cost rate, not retail. WPS, Alliant Energy, MGE and Xcel Energy each have their own tariffs, size limits and carryover rules. We check your utility’s current terms before we design your system.
- Sales and property tax: Solar equipment is exempt from Wisconsin sales tax, and the added value is exempt from property tax.
Every program, deadline and step to claim it is in our Wisconsin solar incentives guide. For prices by system size, see our Wisconsin solar panel cost guide. To see the cities we serve and how our crews install, visit our page on solar panels in Wisconsin.
5. Iowa Solar Incentives
- Bill credits for extra power: Customers of MidAmerican Energy and Alliant Energy can choose net billing or inflow-outflow billing under Iowa law. These rules may change after July 1, 2027. Co-ops and municipal utilities set their own terms.
- Sales tax exemption: Solar equipment is exempt from Iowa sales tax.
- Property tax exemption: The value solar adds to your home is exempt for five years. You file with your local assessor.

6. Battery Storage
The homeowner battery credit ended with the solar credit. Batteries still make sense for backup power and for utility programs that pay for stored energy. Standalone Tesla or Enphase battery projects may qualify for Solar Price Reset.
7. Businesses and Farms
Businesses, farms and nonprofits can still use the 30% business credit on systems they own, as long as projects meet the 2027 placed-in-service rules. Wisconsin businesses can also get Focus on Energy rebates of up to $25,000. See our commercial solar services.
