Going solar in Rochester
Rochester is the county seat of Olmsted County and home of Mayo Clinic. Wolf River Electric crews serve Rochester from our Isanti headquarters.
Rochester homes and businesses get their power from Rochester Public Utilities. Rochester Public Utilities is a city-owned utility. Under Minnesota law its customers can net meter systems under 40 kW AC, and it sets its own interconnection steps and fees.
Going solar in Rochester takes building and electrical permits from the City of Rochester and approval from your utility. We file the applications, schedule the inspections and handle the utility paperwork, so you are not chasing approvals.
Many Rochester homeowners pair solar with a battery or a standby generator so the lights stay on through storms and winter outages.
Going solar on Rochester Public Utilities
Most of Rochester is served by Rochester Public Utilities (RPU). RPU offers net metering for systems 40 kW AC or less, with a monthly grid access fee for solar customers, and takes interconnection applications through its online portal. Homes in rural Olmsted County may be on People's Energy Cooperative instead, so we confirm your utility by address.
City of Rochester permits and inspections
Rochester requires a city electrical permit for solar, and the plans go to RPU for review. A building permit may also be needed depending on how the system is mounted. Inspections cover the rough-in and the final PV connection. We file the permits, send the drawings and meet the inspectors.
Incentives and cost in 2026
Minnesota pays $250 per kWh of battery storage, up to $7,000, for batteries paired with solar outside Xcel Energy territory, which includes RPU customers, while funds last. Solar equipment is exempt from Minnesota sales tax and the added value is exempt from property tax. Our 2026 Minnesota contracts for roof-mounted systems without a battery came in at about $2.70 to $3.15 per watt.
| System size | Typical price before incentives |
|---|---|
| 6 kW | $16,200 to $18,900 |
| 8 kW | $21,600 to $25,200 |
| 10 kW | $27,000 to $31,500 |
| 12 kW | $32,400 to $37,800 |
